    |  | MACEDONIA WILL JOIN THE EU 
    TILL 2020 
 According to the prognosis released in the report of the Department for 
    analyze and research by the London magazine “Economist”, Macedonia will be 
    an EU member till 2020. Namely, Macedonia is in the group with Turkey and 
    the countries from the West Balkan: Albania, Bosnia and Herzegovina and 
    Serbia and Montenegro, with exception of Croatia.
 The report envisions Croatia to become an EU member till 2010, respectively 
    two years after the announced reception of Bulgaria and Romania in 2007 or 
    2008. The chief of the Macedonian diplomacy Ilinka Mitreva reacted on this 
    prognosis: “I don’t believe in pessimistic prognosis, but only in the 
    dedication force of the reforms which the Republic of Macedonia will led her 
    in EU”, adding that this country deserves to receive invitation for the next 
    round of expansion.

    |  | NATO INVITATION IN 2008 
 A happening in the frames of the project “NATO’s Sunday” and motive the 
    Alliance’ Day – 4th of April, in organization of euro-Atlantic council of 
    Macedonia, was held in the City park in Skopje.
 Otherwise, the lobbying of Macedonia for quicker reception in NATO is 
    difficult. Only the smaller NATO’s countries-members on the meeting of North 
    Atlantic Council were not against Macedonia, together with Croatia and 
    Albania to get invitation on the Summit in Riga and membership in 2007. The 
    bigger countries-members, among which is also our strategic partner USA, 
    said “NO” invitation till 2008. The Summit in Riga must be a summit of 
    Alliance’s transformation and the Summit in 2008 to be a summit of 
    expansion. USA and other bigger countries-members have had other plans for 
    the following years.

    |  | THERE IS NO 
    PHOTO DOCUMENTATION FOR “BACILO”
 The president of anticorruption commission, Mihajlo Manevski, assured that 
    for the case “Bacilo”, in which Isnifaris Djemaili got 727.000 euros damage 
    from the country for guaranteed around 1000 sheep, horses and other animals, 
    there is no photo documentation. According to him, there are opposite and 
    unfinished things in the expert evidences, too. “The expert evidences are 
    more interested in the value if the cheese or the sheep, instead of 
    confirming the real damage, with inspection at the same place”.
 In connection with this case Manevski said that the paid interest of 300.000 
    euros to possession of the animals is also disputable. For anticorruption 
    commission is not clear that with which helicopters the herd was bombarded, 
    when on that day, according to the documents of the Ministry of defense, the 
    aviation haven’t got military activities.
 “The Supreme court will act according to its own competence for the case 
    “Bacilo” if the report by the State commission of corruption preventing will 
    be delivered to the court”, Dane Iliev stated.

    |  | BORDER COLLABORATION BETWEEN MACEDONIA AND BULGARIA 
 Macedonia and Bulgaria will receive 950.000 euros in the first year for 
    border collaboration, from which half of it will be intend for so called 
    little projects, and the rest for realization of bigger investment projects. 
    As the mayor of the municipality of Strumica, Zoran Zaev points out; the 
    means will be directed in the area of housing and construction, 
    communication, public sector and life environment, education, culture and 
    labor market, agriculture, industry, services, trading and tourism, like in 
    the public administration and civil society. The program will last three 
    years and will be financially supported by the European agency of 
    reconstruction. According to the mayor, the aims of this program are these 
    projects to contribute also in development of the border regions in both 
    countries.

    WHO WILL BE THE PRESIDENT OF DIK?
 The candidate for a president of DIK, for who VMRO-DPMNE and DPA will 
    bargain, will surely be elected by the Assembly. On the telephone 
    conversation the Prime Minister Buckovski promised this to the leader of the 
    opposition Nikola Gruevski. The promise ensued when Gruevski openly said 
    that he fears from the possibility that the parliament majority will play 
    out the agreement the opposition and authority, because they have only one 
    member in the assembly commission of elections and naming. The management of 
    VMRO-DMNE made a list with 10 possible candidates. Neither in VMRO-DMNE, nor 
    in DPA wants to talk publicly who are the possible candidates for president 
    of DIK. According to the information that is circling in the public, most of 
    the candidates are professors from the Faculty of law and the others are 
    famous jurists. The name of the president of DIK was not known till the 
    closing of this title.

    |  | SLOW AND LAGGING JUDICIARY 
 The Macedonian courts finished half of the work last year. From more than 
    1.650.000 cases, judges have solved only 820.000. A conclusion of the annual 
    report’s presentation is: slow and lagging judiciary, unequipped courts and 
    small number of judges, but also enlarged income of new cases. “We have 
    unequal engagement of the judges; we have courts where the judges work under 
    that that we estimate that they can finish the average, poor quality 
    working, not going at work, corruption and other. All of this, in generally, 
    gives a general picture of the judiciary as slow and lagging and 
    inefficient”, the president of the Supreme Court, Dane Iliev stated.

    |  | PASSED THE LAW FOR FOREIGN 
    AFFAIRS 
 The assembly passed the Law for foreign affairs after 15 years from the 
    acquisition independence of the country. Doing foreign affairs, creating, 
    confirmation and realization of the foreign policy, the way and procedure of 
    doing foreign affairs by the authorities of the Government, the competence, 
    the organization and the work of the Ministry of foreign affairs are 
    regulated with this Law.

    |  | AMERICAN CERTIFICATES FOR MACEDONIAN HOTELS 
 Four hotels from Ohrid and one from Struga got certificates that they have 
    skilled personnel. This process was implemented with help of USAID and its 
    Project of competition, precisely with the Cluster of tourism.
 The certificates that the hotels “Metropol”, “Flamengo”, “Donco” and complex 
    “St. Naum” from Ohrid and “Ineks-Drim” from Struga got are confirmation for 
    finished training in hotel trade and services. The Cluster of tourism 
    supported by the Project of competition has identified this training as 
    preferential in the efforts for attracting foreign tourists.

    |  | FIVE TOMES OF “THE RACE OF THE PHILOSOPHERS” HAVE BEEN PROMOTED 
 The publisher project of the monumental five tomes history of the philosophy 
    by professor d-r Ferid Muhic, titles as “The race of the philosophers”, is a 
    cultural happening par excellence- that is a result of the unusual 
    philosophic habit of one deep philosopher and confirmation of the superb 
    reputation of “Tabernakul” as publisher. The specialty of this project due 
    to the fact that he is authentic, superb and that he confirms the maturity 
    of one intellectual background, in this case ours, the Macedonian 
    background.
 The titles of the five tomes are: “Descendants of the Gods”, “Philosophers 
    comforters”, “Philosophers ascetics”, “Philosophers leaders” and 
    “Philosophers from our street”.
 The project began with announcing of the first tome “Descendants of the 
    Gods”, with a presentation by d-r Vera Georgieva and professor d-r Kole 
    Jovanovski.

    |  | EDUCATIONAL MANIFESTATION 
    AT THE SKOPJE’S FAIR 
 The manifestation “Days of education and career 2006” and “Educational 
    meetings” that are organized in order to help to the Macedonian students 
    with the choice and the selection of their own professional definition, the 
    institution where they will continue the education, company where they would 
    work after the graduation, as well as securing financial means for studying, 
    are in progress at the Skopje’s fair. The manifestation is intended to the 
    students from all grades, as well as the high school students – future 
    students who should make their own selection with the choice of the future 
    educational orientation and institution, and with that to make their own 
    determination.

    |  | PM BUCKOVSKI AT MEETING OF SOUTHEAST 
    EUROPE'S PRIME MINISTERS 
 Prime Minister Vlado Buckovski will attend Thursday a meeting of Southeast 
    Europe's Prime Ministers in Bucharest.
 The meeting will focus on the expansion of the Central European Free Trade 
    Agreement (CEFTA) and creation of single trade zone.
 The meeting of Prime Ministers from Macedonia, Bosnia and Herzegovina, 
    Serbia, Montenegro, Moldova, Bulgaria and Albania, is organized by the 
    Romanian PM Calin Popescu-TARICEANU and Stability Pact Special Coordinator 
    Erhard Busek.
 European Commission's President Jose Manuel Barroso, Austrian chancellor 
    Wolfgang Schuessel, European Enlargement Commissioner Olli Rehn and his 
    counterpart for External Trade, Peter Mandelson, as well as UNMIK 
    representatives will also attend the meeting.
 The new agreement will replace the current 31 bilateral Free Trade 
    Agreements, signed by the SEE countries.
 Four of the countries that will participate in the negotiations for signing 
    of the declaration - Macedonia, Bulgaria, Romania and Croatia, are already 
    members of the Central European Free Trade Agreement (CEFTA).
 After the accession of Bulgaria and Romania to the EU, CEFTA will be left 
    only with two countries, i.e. Macedonia and Croatia.
 The Central European Free Trade Agreement was signed on 21 December 1992 in 
    Krakow in Poland and has been applied since 1 March 1993.
 The purpose of the declaration was to mobilise joint efforts for the 
    integration of participating countries in Western European institutions and, 
    through this, to join European political, economic, security and legal 
    systems and look for opportunities for close economic and political 
    co-operation. This fundamental objective includes the consolidation of 
    democracy and the market economy.
 
 FM MITREVA CONTINUES VISIT TO POLAND
 
 Foreign Minister Ilinka Mitreva, who is paying an official visit to Poland, 
    will meet Thursday her Polish counterpart Stefan Meller.
 Mitreva and Meller will sign two bilateral cooperation agreements, i.e. 
    Readmission Agreement and Agreement for Social Insurance.
 Poland is the eight EU member that will sign Readmission Agreement with 
    Macedonia.
 The Polish Parliament in June last year decided to use Macedonia's 
    constitutional name in bilateral relations.
 The biggest guaranty for the Balkan's stability is the countries' NATO and 
    EU membership, concluded Wednesday Macedonian Foreign Minister Ilinka 
    Mitreva and Polish President Lech Kaczynski.
 FM Mitreva conveyed the expectations that Poland would continue to support 
    Macedonia on the road to EU and NATO, but also thanked Kaczynski for 
    Poland's official position that the Union enlargement process should resume.
 "Macedonia works on fulfillment of conditions for facilitation of the visa 
    regime. Macedonian citizens should feel in their daily lives that they are 
    closer to the mutual European home", Mitreva stressed.
 Kaczynski said, "Macedonia already deserves and should be treated as a 
    European state", adding that the country could count on even stronger 
    support from Warsaw in the integrative processes.
 
 DEAL REACHED ON EU BUDGET 2007-2013
 
 The Parliament and the Austrian Presidency have reached a compromise on the 
    long-term budget for the period 2007-2013. The agreement is at 864.4 billion 
    euro, 2 billion euros more than the Summit deal of December 2005.
 After difficult negotiations, the Austrian Presidency has announced a deal 
    with the European Parliament on the long-term financial framework 2007-2013 
    of the Union.
 The members of the European Parliament had threatened to block the agreement 
    reached by the EU heads of state and government during the European Council 
    meeting in December 2005. The MEPs wanted a substantial increase (with 12 
    billion euro) of the 862 billion euro budget agreed by the EU-25.
 In the end, the Parliament's negotiators managed to get only 2 billion euros 
    more. The member states will have to give their final green light to this 
    deal but Austrian finance minister Karl-Heinz Grasser said he did not expect 
    major opposition anymore from the governments.
