15 YEARS FROM FORMING OF
THE FIRST MACEDONIAN GOVERNMENT
On 20th of this month, 15 years have passed from forming of the first
government in an independent Republic of Macedonia. With that practically
the process of establishing a state, grown at Ilinden’s traditions in 1903
and ASNOM from 1944, has finished. The composition of the first government
was professional, and was confirmed with a decision by the first
plural-party assembly in 1991. Academic d-r Nikola Kljusev was elected for
the firs president. Academic Blaze Ristevski, Jovan Andonov and Bekir Zuta
were named for vice-presidents of the Government.
During the past 15 years, the Macedonian state passed through a process of
essential political and actual-economic changing with expressive process for
seeking of her place as a subject in the international community. |

THE BUILDING OF THE NEW US
EMBASSY HAS BEGAN
On 22nd of March, on the locality Gradiste at Skopje’s fortress beginning of
the construction works for the new US embassy in the Republic of Macedonia
was marked with an opening ceremony.
The US ambassador Julian Milovanovic, the president Branko Crvenkovski, the
chief and the main operative officer from the State Department;s office of
transatlantic construction operations, general-major Charles L. Williams and
the chief of the project for Macedonia Steven Zigenfus, symbolically marked
the laying of the corner-stone of the new US embassy.
The whole construction project of the embassy has been planed to be finished
till the end of April 2008, and will be invested 50 million US dollars in
it. |

USA WILL
ASK CONCESSIONS FROM GREECE ABOUT THE NAME OF MACEDONIA?
Announcing the visit by the minister of foreign affairs of Washington, Dora
bakojani, the Greek newspaper “Ethnos” announces that there is a risk US to
ask from Greece concessions about the name of Macedonia. According to the
announcements, on 23rd and 24th March, she should meet with the US state
secretary Kondolisa Raise and with the president George Bush.
Bakojani will explain the reasons about the decision for not buying the ten
fighter jets type F-16 from USA.
The Greek media with a lot of speculations are commenting the eventual
concessions by the Greek site about the name of Macedonia. |

A MACEDONIAN LIBRARY “GRIGOR PRLICEV” FROM SYDNEY, AUSTRALIA
And the Macedonians in Australia have their library, which carries the name
of the Macedonian poet, the bearer of laurel wreath, Gligor Prlicev. The
library has been established by the members of the namesake association,
immediately after its forming. Her opening ceremony was held on 4th of March
1979, and the lane was cut by the that time vice-president of the Mainstream
of Macedonian emigrants, Mr. Dimce-Trajanovski-Mire.
All records and facts talk that this library is first and only opened
abroad, which exists 28 years under its patronage.
For the librarian literary fund enrichment, besides the members who
voluntarily donated their titles, the Mainstream of the Macedonian emigrants
, the school board of NJV, the Cathedra of Macedonian studies at the
University “Makvori”, the Charity Association from Rod Gael, ZIK-Bitola,
“Newspaper of Bitola”, Cultural-literary Association “Iskra” fro Adelaide,
DPM, SVP, the Ministry of foreign affairs also got their credit.
The current literary fund in the library is 2.500 titles from historical,
scientific, poetic, narrative and child literature. Besides the works of the
modern creators of the fatherland and of the world 40 titles by
Australian-Macedonian authors, which publisher is the Association “Grigor
Prlicev, in which the sorrow about the fatherland and the dreams for her
independence and international recognition is been marked, can be found.
Most read are the works by Marko Cepenkov, Stale Popov, Vanco Nikoleski,
Urlik Vilken, Aleksandar Donski and other. 280 members are registered in the
library from who just 40 are doing writer activities. |

THE HYDROLOGICAL
CONDITION IN THE COUNTRY IS ALARMING

BRUSSELS ASKS EXPLANATION
FROM MUSTAFAJ
Brussels requested an explanation from the chief of the Albanian diplomacy
Besnik Mustafaj about his statement “no guarantees for the borders by
Albania if Kosovo is divided”.
“This was unexpected and surprising statement for the EU by the minister who
knows the region and the stands of the Union very well”, Kristina Galak
stated spokeswoman of the chief of foreign and security policy, Javier
Solana. On the question will the Mustafaj’s statement put in question the
destabilization role of Albania, Galak stated that Tirana must continue with
constructive behavior. |

A FORTRESS OF PHILLIP THE
SECOND NEAR OHRID
The hill which is situated at the entrance in Ohrid from direction of Struga
causes a great interest at the local archeologists. To the people is known
as Kulishta, geographers call it A Gabavian Hill, and in the newest time in
the science the term Giadgantic walls is mentioned, because of the remains
of the large stone blocks.
“The bravest assumptions, based on the archeology and the theology, are
saying that here, around 356 B.C Phillip the second Macedonian, as we rely,
crossing this area, ordered the most powerful fortress on the Macedonian
territory to be build, stronger than the Samuil’s Fortress, which has own
continuity and is immortal. The fortress, built from large stone blocks,
existed for seven centuries, and stopped functioning in the late antic
time”, the archeologist Pasko Kuzman stated. |

WAR AGAINST THE ORGANIZED
CRIMINAL AND THE TERRORISM
At the Saturday’s informal meeting in the Bulgarian City Varna, the
ministers of interior affairs of Bulgaria, Macedonia, Albania, Croatia,
Bosnia and Herzegovina, Kosovo, Greece and of Turkey got to a conclusion
that the organized criminal , trading with narcotic drugs and people, as
well as the threats with terrorism seriously are disturbing the peace and
the stability in Southeast Europe.
The ministers have agreed to strengthen the international police
collaboration in the war against the organized criminal and terrorism in
order to keep the peace and the stability in the region. A strengthen
collaboration has been arranged also during the information exchanging about
the movement of the criminal groups, and mutual actions and analysis for
following suspicious financial appearances will be realized. |

PRESIDENT CRVENKOVSKI TO MEET LEADERS
OF RELIGIOUS COMMUNITIES
Macedonian President Branko Crvenkovski will meet Thursday the leaders of
religious communities in Macedonia.
As his Cabinet says in a press release, the meeting is a continuation of
series activities initiated by the President, aiming at contributing to
strengthening of public awareness for the necessity of conducting fair and
regular parliamentary elections.
This initiative is supported by the US ambassador to Macedonia Gillian
Milovanovic, EUSR and Head of European Commission's delegation to Skopje,
Erwan Fouere and OSCE ambassador Carlos Pais, who will also attend the
meeting.
Crvenkovski will meet Head of Macedonian Orthodox Church, HH Stefan, Deputy
President of the Islamic Community in Macedonia Reis ul-Ulema Hadzi Bahri
Efendi Aliu, Bishop of Skopje, Macedonia, Kiro Stojanov, Reverend Mihail
Cekov, pastor of the Evangelical Methodist Church and Zdravko Sami
Coordinator of the Jewish Community of Macedonia.
SECOND DAY OF VISIT OF PM BUCKOVSKI
TO BRUSSELS
Macedonian Prime Minister Vlado Buckovski, who is paying a visit to
Brussels, will meet Thursday the EU High Representative of Foreign and
Security Policy Javier Solana and Euro-enlargement Commissioner Olli Rehn.
Buckovski will also hold talks with Elmar Brok, Chairman of the European
Parliament Foreign Affairs Committee, as well as with the President of the
representative group of the Party of European Socialists in the European
Parliament, Martin Sulc.
According to the announcements from his Cabinet, Buckovski at the meeting
with Solana will focus on Macedonia's reform processes, situation in the
region and regional cooperation, while the talks with Rehn will focus on
facilitation of the visa regime for Macedonian citizens.
WORLD METEOROLOGICAL DAY
Every year on 23 March, the World Meteorological Organization (WMO) and its
187 Members, as well as meteorological communities worldwide celebrate World
Meteorological Day.
This Day commemorates the entry into force on that date in 1950 of the
Convention that created the Organization.
For the year 2006, the theme was chosen in recognition of the fact that 90
per cent of all natural hazards are related to weather, climate and water
and of the vital role played by WMO and the National Meteorological and
Hydrological Services (NMHSs) in all countries in contributing to
prevention, preparedness and mitigation of natural disasters, as well as
those arising from environmental emergencies.
Historical observations of hazards are also critical for assessing the
vulnerability of communities to weather-, climate- and water-related
hazards. Climate data are needed to quantify the intensity and frequency of
events, characterising the potential damage of extreme events, and
predicting expected damages. Systematic studies of meteorological and
hydrological observations of hazards and their impacts constitute a useful
knowledge base for disaster risk managers.
Through its technology transfer, capacity building, and data management
programmes, WMO works to ensure that all NMHSs, particularly those of
developing countries, have access to critical hazard-related data. Real-time
monitoring by the NMHSs allows for timely information on the immediately
pre- and post-disaster conditions, enabling the emergency response and
recovery teams to direct their efforts to the most affected areas. Through
its land- and space-based observing systems, WMO also plays a key role in
the international initiative for developing a Global Earth Observation
System of Systems (GEOSS).
In the longer term, according to the Intergovernmental Panel on Climate
Change (IPCC), which is sponsored by WMO and the United Nations Environment
Programme (UNEP), climate change could result in increased heat stress,
especially in urban areas, increased drought and risk of flooding in other
areas. Water shortage and quality problems are projected to keep increasing
in many water-scarce regions of the world.
There is a need for a better understanding of the climate system and the
development of capabilities for predicting natural climate variability and
human-induced climate change. Strong support for research programmes in
these areas has long been one of the core strengths of WMO, and will
continue to be so in the future.
WMO's proven system provides the world community with an invaluable
operational instrument to address the increasing threat of natural disasters
to sustainable development. Any operational system to address multihazards
could benefit from and be built on existing successful structures for
issuing warning of hydrometeorological disasters.
As we celebrate this Day, it is my hope that the contributions of National
Meteorological and Hydrological Services in all aspects of disaster
prevention and mitigation are well recognised and used effectively in all
countries.
I would invite national authorities, scientific communities,
intergovernmental and non-governmental organizations, the private sector,
the media and the public to be aware of the role of NMHSs and ensure that
they have the capacity to contribute to the mitigation of disasters and to
achieving the relevant components of the Millennium Development Goals.
