NIMETZ TO MEET MACEDONIA'S TOP OFFICIALS

UN Secretary-General's Personal Envoy Matthew Nimetz Thursday will hold a joint meeting with the Macedonian President Branko Crvenkovski, PM Vlado Buckovski and FM Ilinka Mitreva.
Macedonia is expected to reiterate the proposal for the double-name formula at the meeting.
"The solution for the name dispute will largely depend on both parties. The discussions will develop under the auspices of the UN Secretary General, while my role is one of a mediator," UN Secretary-General's Personal Envoy Matthew Nimetz said Wednesday upon his arrival in Skopje.
"Both sides are interested in finding a solution. I am here to listen to the Government's position, and I hope we will have a good discussion. After the meeting, we will see if the Government proposes a certain solution. I believe this is a very important issue for the country and its people; therefore my approach is a serious one," mediator Nimetz stated.
"I don't know the exact date of the meeting with the other side, but I am in constant contact with both parties, who have agreed that the issue should be resolved in a friendly manner. According to me, it is important that both countries live in harmony because they are neighbours that have a different understanding regarding this issue. The objective is to reach a satisfactory solution for both countries," Nimetz stressed.

PARLIAMENT ADOPTS PROPOSAL ON CONSTITUTIONAL CHANGES

Parliament deputies unanimously adopted Wednesday the Proposal for changes in the Macedonian Constitution. The Parliament also passed a decision that obliges the Government to prepare and submit the text on the draft-amendments to the Parliament within 60 days.
Minister of Justice Meri Mladenovska-Gjorgjievska presented the Government's proposal, saying that the constitutional changes would contribute to the development of European standards in the sphere of judiciary, as well as strengthen the judicial authorities.
"The constitutional changes refer to the envisaged reforms aimed at efficient and independent judiciary. They will not change the concept of the Constitution, but create conditions for initiation of legal changes", Mladenovska-Gjorgjievska said.
Welcoming the high level of agreement and support to the initiative by the political parties, the Justice Minister stated that the Proposal was just the first stage, which defined the direction of the planned constitutional changes. The changes foresee the establishment of a body replacing the current Republic Judicial Council, election of judges and their mandate, as well as redefinition of term "punishable acts", which encompasses violations and executive cases, thus unburdening the judiciary from these two spheres.
A working group within the Justice Ministry comprised of individuals from the judicial institutions, position and opposition parties, as well as scientists created the proposal.
