Reform in the police
With help of the German experts, the Ministry of internal affairs is
entering in the process of reform in the police, which will cost our
government from 120 to 150 millions euros, in the following period.
According to the economical problems in Macedonia, the Minister of internal
affairs, Siljan Avramovski is announcing that the reform will be realized
step by step. The first priority will be the reform of the Department for
struggle against organized criminal, which will start on the January 2005.
“ With these reforms we are expecting to provide bigger efficiency in the
working, better organization, appropriate material and technical equipment
and corresponding representatives of the nationalities who are working in
the police, as well as rapprochement of the police to the citizens”, has
emphasize Avramovski. |

Association of labor unions
of Macedonia has decided
The labor union will not organize public, social protest in the 3rd of
November, but maybe will organize the general strike in the beginning of
December. On the session of the Council of the ALU (SSM), the
representatives of all unions, instead to make final decision about the
public protest and to confirm the exact date, they have decided to postpone
the protest and to prepared for general strike for next month, which
according to them is big arrangement and this will have bigger effect to the
government, which is not doing nothing concrete to stop the economical –
social problems in our country. According to the president of ALU (SSM),
Vanco Muratovski, the unions are decided
and all of them are for strike. |

IMF didn’t said anything
new
The negotiations with IMF for October are finished. The three main
negotiators didn’t announce anything new. Positively is known that the new
arrangement will be agreed in January, but the arrangement will be given in
the spring. The first man of IMF for Macedonia, is hoping that with the
arrangement will be decided the main problems in the Macedonian economy.
“The structural problem which are decreasing your capacity for exporting
must be solved and you must accomplish increase. And you must increase
sufficient number of workers”, said Franek Rozvadovski from IMF.
The four main sectors will be under reforms: the judiciary, the state funds,
the public administration and the market of manpower, which the procedures
for discharges should be improved. Also in the monetary politic of the
Central Bank there is nothing new. It remains restrictive.
IMF and the Government didn’t announced how and which concrete measures they
are planning to accomplish the numbers which were contractual in the past
ten days – the prices to increase up to 1,5 %, economy 3,75 %. |

Newspaper “Nova Makedonia” will continue to work
The newspaper “Nova Makedonija” is accessible again to the readers after two
weeks out of work, but in electronic edition. After the collective
dismissals, the owner of the brand “Nova Makedonija”, Zoran Nikolov, has
called 45 from 70 employees, who were preparing Internet editions till
Thursday. On 29th October, the newspaper was on sale again; it was the day
of its sixth decade existence. The anniversary edition will be with a new
and modern design, there will be part dedicated to the sixth decade
anniversary. With this, the owner Nikolov has denied the speculations about
the end of “Nova Makedonija”. |

The stomatology observed
by the Anticorruption Commission
The Anticorruption Commission will investigate the director of the
Stomatological Clinic Center, D. Hasan Mehmeti who was trying to buy twelve
stomatological chairs from the company “Albamedika”, property of his cousin.
The Commission has demanded from the Ministry of health a complete report
about the case. The reasons of this investigation were the irregularities
about the realization the tender, which were known in public. This is a
public institution with public expenses. The Commission found out about the
irregularities of the tender from the daily newspapers, in which is clearly
pointed on the irregular rank of the companies and where is clearly showed
the privilege of “Albamedika”. |

Penal statue for
unconcerned parents
The parents whose children will not be subscribed in the first grade or in
case of often absence will be charged with penalty from 5.000 to 20.000
denars, according to the article 46 from the Law of primary school.
According to this Law, the primary school is obligatory for all children
from 6 to 15 years. This Law is not new, but the schools were not severe to
the parents. They claim that the highest number of the children who quit
school, especially in 5th and 6th grades are children from Roma people.

Visible air pollution from
“Silmak”
The Ministry of living environment didn’t announce the results from the
measuring of the air quality from chimneys of “Silmak”.
“The results are not ready yet because the inspection is still working on
the case”, - said the deputy Minister Dragoljub Matovski.
The local population is upset, because the air pollution is visible. |

“Folk Fest” Valandovo
The Cultural Center “25 May” from Valandovo , is opening competition for new
creations for the 21st festival of Macedonian songs, “Folk Fest” Valandovo
2005. The songs are supposed to be accorded to the Macedonian folk tradition
and not published. The songs should be send till 31.12.2004 on the following

AUSTRIA SUPPORTS MACEDONIA ON ROAD
TO EU AND NATO
As Macedonian and Austrian
Prime Ministers, Hari Kostov and Wolfgang Schuessel concluded at Wednesday's
meeting in Vienna, Macedonia can rely on Austrian support on the road to EU
and NATO, there are no open issues between the two countries, while future
emphasis must be put on intensification of the economic cooperation.
"Macedonia is in a very significant stage in its development. After
submitting of the application for EU membership, we are intensively working
on the European Commission Questionnaire, along with reforms in several
spheres", Kostov stressed at the press conference following the meeting.
Schuessel emphasized that Austria was ready to support and give advice to
Macedonia on the road towards Euro-Atlantic integration. "Austria supports
Macedonia's aspirations for Union membership and wants to be a bridge
between Macedonia and the European Union. If the Framework Agreement is
fully implemented, including the decentralization, EU and NATO doors are
open", the Austrian Chancellor said.
The Macedonian PM expressed
satisfaction from the presence of Austrian investors in Macedonia, pointing
out the necessity for intensification of economic cooperation, adding that
KNAUF and TONDACH investments were a positive example, as well as guidelines
and guaranty for other Austrian companies that Macedonia is a good soil for
profit.
In the field of economy, Schuessel stated that both countries could do a lot
in the creation of a favorable business climate for attraction of foreign
investments. He stressed that Macedonia must create all necessary
preconditions for attraction of foreign investment, adding his belief that
the volume of Austrian investments in the country would increase in the
upcoming years.
PARLIAMENT DEBATES ON LAW ON FOLLOWING COMMUNICATIONS
Establishment of balance
between public and private interest in the sphere of freedom and
inviolability of the letters and other forms of communications, precise
establishment of the conditions and procedures for limitation of such right,
as well as control of the legislation for following communications, are some
of the goals of the Law on Following Communication which Interior Minister
Siljan Avramovski presented Wednesday in the Parliament.
According to Avramovski, the Law proposed by the Government will allow more
effective prevention, discovering of crime and forms of organized crime,
fight against transnational organized crime and harmonization of Macedonian
with European legislation.
Avramovski explained that the Law provided legal framework, which restricted
the eventual possibilities to violate the privacy by the state organs.
The parliamentary session is expected to resume after a short pause.
VMRO-DPMNE parliamentary group asked the pause in order to review the
explanation of Minister Avramovski.
