На списокот се наоѓаат Австралија, Велика Британија, земјите-членки на ЕУ, Исланд, Канада, Лихтенштајн, Монако, Нов Зеланд, Норвешка, Јужна Кореја, Сан Марино, Андора, Сингапур, САД, Тајван, Украина, Северна Македонија, Албанија, Црна Гора, Швајцарија, Јапонија и Микронезија.
Земјите и териториите споменати во списокот воведоа или им се придружија на санкциите против Русија по почетокот на руската инвазија врз Украина.
На брифингот со новинарите денеска, прашан за последиците од фактот што Москва ја стави државава на листата на непријателски земји, шефот на дипломатијата Бујар Османи рече дека нашата позиција кон Руската Федерација во котекст на оваа агресија е јасно искажана и манифестирана и дека ќе се придружиме кон сите одлуки на ЕУ за осуда, но и за дефинирање на односот што ќе го имаме со Руската Федерација и оти сето тоа ќе се прави во координација со ЕУ а не врз основа на билатерална одлука.
