Експертската група на Советот на Европа за борба против трговијата со луѓе (ГРЕТА) во својот најнов извештај објавен денеска го проценува развојот во Република Македонија по објавувањето на првиот извештај во јуни 2014 година и притоа ги наведува областите за понатамошна акција.
Во извештајот се поздравува еволуцијата на законодавната, политичката и институционалната рамка, обуката за проширениот опсег на професионалци и истражувањата спроведени за различни аспекти на трговијата со луѓе.
Како позитивниот развој, меѓу другото во извештајот се оценува и практичната примена на криминализацијата на користењето услуги на жртвите на трговија со луѓе, со четири пресуди во 2014 година.
Статистичките податоци покажуваат дека 33 жртви биле официјално идентификувани во периодот од 2013 до 2016 година, сите освен една биле жени, 21 од идентификуваните жртви биле деца.
ГРЕТА со загриженост забележува дека бројот на официјално идентификувани жртви на трговија со луѓе се намалил во текот на годините, главно поради намалените финансиски и човечки ресурси како резултат на миграциската криза.
Предизвиците поради големиот пораст на бројот на бегалци и мигранти, со до 5.000 нови пристигнувања дневно во 2015-2016 година, ги префрлија ресурсите од државните органи и невладините организации кои се занимаваат со борба против трговијата со луѓе.
ГРЕТА ги повикува националните власти да посветат зголемено внимание на откривање на потенцијални жртви на трговија со луѓе меѓу мигрантите и барателите на азил и проактивно да ги идентификуваат жртвите на трговија со луѓе заради трудова експлоатација.
На ризик од трговија и злоупотреба особено се изложени децата, особено оние без придружба и одделените од семејствата, како и оние во улични ситуации и нерегистрирани деца.
ГРЕТА смета дека властите треба да продолжат да преземаат чекори за намалување на ранливоста на лицата што и припаѓаат на ромската заедници, особено на жените и децата и на трговијата со луѓе преку социјални, економски и други мерки.
Институцијата уште еднаш ги поттикнува националните власти да осигурат дека сите деца се регистрирани при раѓањето и да ја подобрат идентификацијата на децата-жртви на трговија со луѓе.
Во извештајот ГРЕТА исто така ги повикува властите да ја подобрат помошта за возрасни жртви на трговија со луѓе, осигурувајќи дека се обезбедени соодветни финансиски и човечки ресурси за таа цел и дека машките жртви на трговија имаат пристап до безбедно сместување и други услуги за кои имаат право.
ГРЕТА забележувајќи дека ниту една од жртвите на трговија со луѓе не добила оштета, ги повикува македонските власти да го олеснат и гарантираат пристапот до оштетата за жртвите на трговија со луѓе, во што се подразбира и систематски да ги информираат за правото да бараат надомест со воспоставување на систем за државни надоместоци достапни за жртвите на трговијата.
Во извештајот со загриженост се забележува дека бројот на обвиненијата е низок. ГРЕТА ги повикува властите да обезбедат проактивни истраги, успешно судско гонење и ефективни, пропорционални и разубедувачки санкции. Во тоа според Советот на Европа се подразбира и обезбедување на соодветно финансирање и доволно персонал за истражната работа.
