Предлог-буџет 2023: Вкупните приходи 282,1 милијарда денари, расходите 324,8 милијарди, а дефицитот 42,7 милијарди денари

Вкупните приходи на Буџетот на Република Северна Македонија за 2023 година се планирани на ниво од 282,1 милијарда денари и се за 14,8 отсто повисоки во однос на 2022 година, додека расходите се планирани на ниво од 324,8 милијарди денари или за 12,6 проценти повисоки во однос на 2022 година.

Како што рече денеска министерот за финансии Фатмир Бесими, кој ги образложува предвидените проекции пред собраниската Комисија за финансирање и буџет, буџетскиот дефицит е планиран на ниво од 4,6 отсто од планираниот БДП или 42,7 милијарди денари.

Според Бесими, вкупните расходи се планирани во износ од 324,8 милијарди денари што е за 36,3 милијарди денари повеќе во однос на Буџетот за 2022 година.

-Предложениот Буџет за 2023 година е во согласност со златното правило во јавните финансии: капиталните расходи се повисоки од буџетскиот дефицит – ќе се позајмува само за финансирање на инвестициските проекти. Реализацијата, пак, на Буџетот ќе се раководи според принципот вредност за вложените пари, при што ќе се внимава парите на граѓаните да се искористат таму каде што ќе даваат најголеми ефекти во остварување на целите за повисок квалитет на животот, подвлече министерот.

Проекциите за приходите на Буџетот за 2023 година, како што рече Бесими, се базираат на реализацијта на приходите во тековната 2022 година, очекувањата за економскиот раст и подобрувањето на ефикасноста, како и на ефективноста на системот за наплата на јавните приходи.

Вкупните даночни приходи, кои ги опфаќаат приходите по основ на данокот на добивка, данокот на личен доход, данокот на додадена вредност, акцизите, увозните давачки и другите даночни приходи и сопствените приходи на буџетските корисници, во Буџетот за 2023 година се проектирани на 162,6 милијарди денари, што е за 13,6 отсто над износот на приходи планиран со Буџетот за 2022 година. Тие учествуваат со 17,7 проценти во БДП за 2023 година, што е приближно еднакво, напомена Бесими, со учеството во претходната година.
