PRESENTATION OF HUMAN
DEVELOPMENT REPORT 2004
Launching ceremony of
the Human Development Report 2004 "Cultural Liberty in Today's Diverse
World" and Macedonia's National Human Development Report 2004
"Decentralization for Human Development," will be held on Thursday.
In our complex world,
more than two thirds of all countries contain minority groups that make up
over ten percent of the population. Nearly a billion people belong to groups
subjected to some form of exclusion.
Managing diversity has
become a matter of political urgency and the 2004 Human Development Report
provides new ways of looking at these issues, with meaningful examples of
policy approaches in many different countries around the world.
Cultural freedom has
become indispensable: the authors argue that the costs of ignoring identity
politics will be far greater than the costs of accepting and managing
diversity in an era of increasing global mobility and democracy. The HDR
also features its annual comprehensive ranking of countries according to
their human development level.
The National Human
Development report focuses mainly on local development in order to add the
human development perspective to the current discussions on decentralization
in Macedonia. Concentrating on local development and good governance, this
report is a step forward in comparison with previous reports on human
development in Macedonia.
